He confronted a young man who was sitting in his car (smoking a cigarette and minding is own business) and almost got run over. The man who was arrested was never charged for smoking drugs because he was just smoking a cigarette in his car. This is how crazy our cops are now, desperate to catch a villain if even there are none - in order to justify their minimum wage salaries.
