They don't want to get blasted by the Russians, so they get the old men to form a shield in front of them - so that the Russians don't shoot them dead. These are the dirty tricks they use to prolong the war that they would never win anyways. Just letting their country get destroyed for no reason, the end is obvious, why prolong it?
