Some tricky wording in the "21st Century Cures Act" allows for testing of drugs/vaccines upon people
without informed consent by claiming it "poses no more than minimal risk" or is considered necessary
because it is determined "there exists a life threatening situation". The question is: who gets to determine this?
This bill was passed in 2016 and it effectively side-steps the need for informed consent at all and give power to government to use the
populace as unwitting guinea pigs.
