Looked more like taps to me than an actual flogging. Not sure but I got the impression that she had some sort of flat cardboard or plastic on the inside of her gown so that she hardly felt the taps. Notice all the people watchinga and filming. Problem is, she didn't commit adultery herself, so where is the man? He should have been flogged too. Probably a rich, married and influential man in government.
