“A Written command given by a principle to an agent, (like a governor) specifically a commission or a contract by which one person (like the governor) request someone, the mandatary (the public) to perform some service gratuitously (voluntarily) the commission becoming effective when the mandatary agrees.”
Mandate is not a law, it is a voluntary agreement, that you must agree to… That is the law they do not want you to know. It is not Mandatory until the mandatary agrees.. If a mandate goes against the Constitution, it cannot become a law.
