Demonstrators and several Victorian Liberal MPs gathered outside Parliament House on Tuesday to protest proposed pandemic laws progressing through parliament.
Under the legislation, Premier Daniel Andrews would be given the power to place Victorian under a state of pandemic for three-month intervals on an indefinite basis.
The Bill, which has already passed through the lower house, has sparked furore with the Victorian Bar calling the scope of it "breathtakingly broad".
